He is formally charged with manslaughter in the death of Lilliany Rodriguez, 4 The man who police say was at the wheel of a speeding car that killed 4-year-old Lilliany Rodriguez Aug. 10 was drunk and speeding at the time of the crash, according to an arrest warrant charging him with first-degree manslaughter and other crimes.
